Organisation Chart

The General Administration Department by virtue of its duties is the nerve center of the administration. The Department functions under the supervision and guidance of the Lieutenant Governor, Advisor to Lieutenant Governor, the Chief Secretary and the Administrative Secretary of GAD.


The UT Jammu and Kashmir comprises of two Divisions, 20 Districts. The main functions of the Revenue Department Maintenance and updating and preservation of land records and consolidation of land holdings. Recovery of other Misc. loans, advances, outstanding declared as arrears of Land Revenue. To arrange land for Govt./Semi Govt. Departments for public purposes by way of Acquisition/allotment. To implement various Laws pertaining to land like Land Revenue Act etc. To protect Kahcharai and other UT  lands from encroachments/wrongful use. Disaster Management and incentive delivery.

Relief & Rehabilitation works

Issuance of certificates such as Domicile, RBA, OBC, ST, SC and LOC etc. Settlement of disputes pertaining to land. To carry out land Reforms & Settlement Operations. To register births & deaths in rural areas. Details of Grievance Redressal Mechanism and how to access the same. In Revenue Department grievance cells are already functional at Tehsil Level, Sub-Division Level, District Level, Division Level and UT level.

Tehsil Level

The Tehsildar is hearing the General public during working hour every day. In his absence Naib Tehsildar attends to the public.

Sub Division Level

Sub Divisional Magistrate (SDM) is hearing public during working hour every day.

District Level

The Deputy Commissioner/Addl. Deputy Commissioner/ Assistant Commissioners are hearing the general public during office hours every day at District headquarter.

Divisional Level

The Divisional Commissioner Jammu Jammu/ Kashmir and in their absence Addl. Commissioner in the office of Divisional Commissioner are hearing the General Public at Divisional level. With regard to Settlement of land, Settlement Officer Kashmir/ Jammu hear the general public at Srinagar/Jammu respectively during office hours.

UT level

Financial Commissioner Revenue is hearing the public at UT Level. Settlement Commissioner also attends to the public with regard to issues pertaining to Settlement of land.

Expectation from citizen clients

The Department expects from the citizens their full cooperation to provide correct and authentic inputs to main correct record and issue various certificates to the eligible person by the Department Besides the Department expects their cooperation to eradicate corruption at every level
