Rs. 65.94 Crore annual plan approved for district Kupwara

Current year’s Annual plan for Kupwara district has been approved to Rs.65.94crore which is nearly14 percent higher than the previous year’s plan. This was decided during the district Development Board meeting held here under the chairmanship of minister for agriculture and cooperatives Mr.Abdul Aziz Zargar who is also the chairman of district Development Board.

Minister for forests and Environment Sofi Ghulam Mohi-ud-Din, Legislators Mr.Sharief-ud-Din Shariq, Mir Saif Ullah, Mr.Kafeel-ur-Rehman, Mr.Qasir jamsheed Lone and Mr.M. S.Panditpuri, Gujjar and Bakerwal Advisory Board, Haji Buland khan and senior district functionaries attended the meeting.

District Development Commissioner, Kupwara , Mr.Abdul Hamid Wani  dwelt in length on the Annul plan and said that Rs.11.41crore would be spent on Agriculture and allied sectors and Rs.32.31 crore would be spent on Social and General Service,Rs.14.27 crore  for Roads and Building sector and 5.36 crore for Rural Development. Besides, Rs.1.92 crore have been kept for Industrial sector in the district.

It was further revealed that during the current financial year 55km of road length would be blacktopped and 120 Kms metalled and remetalled, 35km shingled and 3kmr road would be fair weathered.

Under PHE sector, 22  villages would be provided potable water facilities benefiting about  37,.900souls.under agriculture sector 74000 metric tons  of food production is expected for which 6,500 metric tons of fertilizer are being distributed among the farmers during the current financial year.

Under education sector, 65 school buildings would be constructed,35000 students would be provided scholarships and 82,000students would be provided free text Book in the district.

Giving the details of previous years development registered in the district, Mr. Wani said that 58kms road length was blacktopped, 143.65 km metalled /remetalled and 42.85km shingled under R&B sector with an expenditure of Rs.16.03crore. Under social and general service Rs.30.91 crore have been spent. and. under agriculture and allied sectors Rs11.43 crore were incurred, 68.000metric tone of food production was recorded whereas 711 quintals of high yielding varieties of seeds was distributed among the farmers covering an area of 35,910 hectares.

About 4150 metric tons of fertilizer was distributed during the year. under education sector, 172 new primary schools have been opened,8 school building constructed and 25 additional class rooms completed.77,000 students were provided  free textbooks whereas 3204 students were provided with merit scholarships.

Similarly, under social welfare sector, 20,800 beneficiaries were covered under integrated social security scheme with an assistance ofRs.3.80 crore. About 368 physically challenged children were provided with scholarships besides 1100 families under militancy rehabilitation scheme were covered and Rs55.18 lakh was disbursed among the beneficiaries.

About 23 new villages were electrified during the previous year.

Speaking on the occasion, the Chairman of the district Development board, Kupwara Mr. Abdul Aziz Zargar said that coalition government would take every possible step to employ local eligible educated youth against vacancies in various departments in the district on contractual basis. He said adequate funds would be earmarked for completion of incomplete and ongoing development projects in the district. He said Government is well abreast with the problems of the people of this border district and sufficient funds under prime Minister’s Reconstruction plan and Asian Development Bank Assisted programmes have been earmarked to give fresh impetus to the Development Scenario in the District. He said optimum utilization potential in the District would be tapped through the implementation of the ongoing Rs.100 crore Technology mission for integrated development of horticulture and agriculture.

Responding to demands of the local public representatives, Mr.Zargar assured rationalization of funds under Border Area Development programme so that poor people are likely to get benefited from these schemes without any discrimination.

He asked the District Development Commissioner, Kupwara to expedite  land acquisition process for establishing sub-district hospitals at Langate  and Kralpora adding that Chief Minister

Mufti Mohd Sayeed would be requested to provide special assistance for setting up of 100 bedded district hospital in Kupwara. He said planning Department has been approached to sanction five health sub-centres in each constituency of the district and provide better Medicare facilities to the people.

Mr.Zargar called upon the heads of different departments and district administration to implement Board decision with a sense of social commitment as the turmoil ravaged people have pinned high hopes with the present dispensation to redress their grievances. There should be a proper follow up system to ascertain that decisions taken in the Board are implemented at the ground. 

The Board also decide3d to set up two health dispensaries in each constituency of the district under rural Health Mission programme.

Speaking on the occasion, Minister for forest and Environment Sofi Ghulam-Mohi-ud-Din said,the present government appreciates the aspirations of the people  and reiterated for equal development of all the three regions without any discrimination to any region and added that in view of the hardships faced by the people during the previous years, the present government has taken several steps for their welfare.

He said for the successful completion of development works in the district, people’s cooperation and coordination between executing agencies is required for their completion. He impressed upon the concerned officers to complete the ongoing projects within the stipulated time.

Referring to the Prime Ministers reconstruction plan, Mr.Sofi urged for timely completion of all these projects so that the benefits are percolated to the deserving people. He impressed for allocation of adequate funds for the education, health and road connectivity sectors so that the living conditions of the people belonging to backward classes living in for flung area are improved.

The forest Minister stressed for implementation of programmes undertaken under Agriculture and rural development sectors on priority basis and added the present Government has accorded priority to the education sector and Girls College would be opened soon in the border of Kupwara.

Earlier, legislators of the district and Vice-Chairman, Gujjar and Bakerwal Advisory Board highlighted the demand of the area and sought early redressal of the problem of the district.      

Sawhney convenes meeting of PEMs and PETs at Kupwara.

To take stock of the function of sports Department and assess the problems being faced by the Field staff in District Kupwara, Minister of state for Youth services and sports, Yogesh sawhney convened a meeting of physical education masters (PEMS and Physical eduction teachers PETs) at Kupwara.    

The meeting amoung others was attended by District Development commissioner Kupwara Ab.Hamid wani, SSP Sunil Dutt and seniors officers of sports department.

Adressing the meeting, Sawhney stressed upon the officers and field staff of the deptt to Work in coordination with other depertments like eduction, Revenue, etc, to improve sports activities in The District.For this purpose, Government has already constituted distt sports advisory boards headed by the concerned DDC who will monitor the sports activities in their respective districts, he added.

Sawhney said that present Government has made sports Department a priority sector and thrust has been laid on re-building infrastructure across the state. He said besides providing infratructure facilites to the youth of the state, the state Government has introduced sports subject as compulsory in high and higher secondary schools.

Refering to the demands putforth by the PEMS and PETS, the Minister said that the pay anomalies case as well as reorganization of the sports Department is under active consideration of the Goverement.The minister was informed that 12 play fields have been developed in the District during Last fiscal year involving Rs, 3.40 Lakhs while 12 more are being developed during current finical year at the cost of Rs. 4 Lakhs.

Speaking on the occasion the District Development Commissioner Kupwara announced release of Rs 1 crore from district plan during current year for improving the infrastructure facilities in the district. He said that 35 canals of land have been identified for the construction of stadium in Kupwara and asked the sports authorities for initiating steps for construction work. Later the Minister inspected ITI, Kupwara and checked records and attendance registers of various units of the institute He also give instructions to the principal for maintaining cleanliness in and around institution.           

Seerat conference at Magam

A seerat conference and a seerat –i-quiz programme were organized at Govt, Hr.Sec.School Magam Handwara.

Student of various surrounding Schools participated in the conference .Speakers read their papers highlighting different aspect of prophet’s life (SAW). Tariq-ul-Islam,  Gulshan  Bano and FirdousAhmad were adjudged as Ist,2nd and 3rd position winners respectively ,whereas Darul-Aloom Magam,  middle school Neelipora and boys of Higher Secondary School Magam  obtained 1st, 2nd and 3rd  position respectively in seerat Quiz.

Principal Govt, Higher Secondary School, Magam who presided over the function distributed prizes among the winners. 

Rs.53.47 crore ear marked under Kupwara credit action plan.

Loan to the tune of Rs.53.47 crore has been earmarked under credit action plan for Kupwara district during current fiscal year, this represents an increase of Rs.5 crore over last year’s credit acton plan allocation of Rs.48 crore.

This was stated at district level consultative committee meeting organized under lead bank scheme presided over by the district Development Commissioner, here today. District officers and representatives of various financial institution established in the district besides representatives of Reserve Bank of India attended.

Reviewing achievements registred under the plan, it was stated that 1911 income generating units were set up by providing loan to the tune of Rs.48 crore to the beneficiaries, of these 617 units were set up under agriculture sectore, 229 under small scale industries and 1065 units under service Sector.

The DDC exhorted upon the representatives of bank to expedite sanction of loan in favour of unemployed educated youth of the district.

28 Driving licenses distributed by DDC Kupwara

With a view to improve transport facilities in Kupwara district and provided self- employment to um-employed educated youth, 28 driving licenses were provided to as many as 28 youth by District development commissioner Kupwara, issued by regional  Transport Authorities Kashmir, here today.

The District development Commissioner while speaking at a function organized for the purpose, asked new drivers to observing traffic rules and by-laws in letter and spirit. He said that by observing traffic rules driver community may lead an ancident free life. Officers of regional transport authorities Kashmir and police officers also attended the function.   

Eye camp at Sub-district hospital Handwara

During 15 day eye camp organized by the Health Department Kashmir at sub-district Hospital Handwara; 42 patients suffering from different eye ailments were treated so for while 76person have been register for treatment. Further the desirous persons can register their names for treatment with medical superintendent Handwara.

Enviroment rally carried out in Handwara

The Municipal Committee Handwara celebrated Enviroment Week from June 5 to June 11to make people aware about importance of keeping the enviroment clean and pollution free. In this connection, a student rally was carried which passed through the various markets of the town. The students were holding placard depicting importance of a clean enviroment in health and development of a society.

50 rural works generating 21,700 man days in Karnah

Over Rs, 22.39 Lakhs have been spent under rural sector against allocation of Rs. 25.12 Lakhs in Karnah sub Division during the last financial year. By this 50 works have been completed. These works generated 21700 man days in the area. This was revealed at an officers meeting held at Tangdar under the chairman ship of District Development Commissioner Kupwara,. Who was on Two days tour to Karnah Sub.Division along with concerned District officers.The DDC reviewed the pace of various schemes under execution in the area.

The meeting was informed that under R$B sub Div. out of estimated cost of Rs. 7.27 crore Rs. 5.32 crore have been spent. Under road, irrigation and PHE, sectors, about 18.5 Kms road length has been completed while 2565 meters of water pipe line laid and 21 Hectares of land provided irrigation facilities. Under agriculture sector, 4030 hectares of land were covered under different crops.

DDC inspects Dev, works in Handwara

With a view to promote basic amenities to the people of Handwara town and to beautify the town, Rs.34 lakh would be spent for construction of lawns and drains during the current financial year in the town. Rs. 5.50 lakh are also being spent for construction of Boys Higher Secondary school building and leveling of its play ground.

This was revealed to the district Development Commissioner during an inspection of various ongoing developmental works in Handwara.

Later addressing officers meeting the district Development Commissioner said that in all Rs. 1.13 crore have been spent on various developmental works in Handwara during last financial year. The District Development Commissioner inspected ongoing work on Municipal council complex at Handwara.
