District Kupwara is scattered at an area of 2379
square kilometers, comprising of 03 Tehsils, 15
CD Blocks including Machil and Keran with a
population of 8.75 lakh people as per census
2011, besides having three Municipal
Committees with 39 Wards. The Total population
of these Municipalities is 0.99 lakh people though
are exiting in plane areas but partly some of the
wards of Kupwara Town are mostly under
developed and hilly.

Agency is involved with providing of housing subsidy to
the Urban poor, besides also get the unemployed
educated youth trained under skill development
programme. The housing subsidy unit cost is of the size of
Rs.5.00 lakh to Rs.8.00 Lakh with 5% as interest subsidy
only upto Rs.5.00 Lakh recoverable upto 20 years. Under
skill development, the unemployed educated youth are
being trained through various Registered Institutions for
increasing of skill to un- skilled youth and for getting of
Self Employment. During

LIVELIHOODS MISSION (NULM)
The main objective of the NULM is to reduce poverty among
the urban poor through promotion of diversified and gainful self
employment and wage employment opportunities leading to increase in
income. The mission would aim at providing shelter equipped with
essential services to the urban homeless in a phased manner.
NULM have five Objectives:-
Enhancing and expanding existing livelihoods options of the urban poor.
Building skills to enable access to growing market based job opportunities
offered by emerging urban economies.
Training for and support to the establishment of micro enterprises by the
urban poor self and groups.
Ensuring linkage to shelter basic services and empowerment to promote
sustainable approaches to poverty alleviation
Building capacity of the urban poor their institutions and the machinery
involved in the implementation of livelihoods development and Poverty
NULM have following components:-
A. Social mobilization and institution development (SM &ID)
with sub components :
Building community institutions SHGs and their federation
Universal financial inclusion.
Revolving fund support to SHGs and their federation.
Community investment fund(CIF)
Credit guarantee fund (CGF) for microenterprises.
B. Capacity building and training (CB &T) with sub
Technical support to National, State, District and City levels.
Service centers, Livelihood centre at City/Town level.
Training and other capacity building support.
C. Employment through Skill training and Placement
(EST&P) with sub components:
Skill Training for Micro Enterprise Development /Self
Skill training and placement for Salaried /Wage
Upgrading Skill of specially Vulnerable Groups.
Innovative & Special projects.
D. Self employment Programme.(SEP) with sub components:
Individual Enterprises (SEP-I)
Group enterprises (SEP-G)
Technology, Marketing and other Support.
Sub Component A.i:- For catalyzing the formation of
SHGs and their federations, promoting financial
inclusion of SHG members Rs. 10,000/- will be available
for NGOs/CBOs/Facilitators under NULM over a period
of 18-24 months after group formation.
Sub Component A ii: - A revolving fund support to the
tune of Rs.10,000/- per SHG will be provided to SHG
and a revolving fund support of Rs.50,000/- would be
available to a Registered Slum/Ward/Area level
ADMINISTRATIVE AND OTHER EXPENSES (A & OE):-
total of 5% of the State Allocation under NULM is being
used for A & OE purpose.

groups which are at the first phase.
